As a person lives in society, there are also many restraints to protect you not to be hurt by your human nature, that would be legislation, morality, belief and wealth:
The legislation is for all citizen share the same law created by the leader of the country
The belief is for all follower have faith in a religion-like created by immortality
The morality is for all individual who lives between families, friends, communities
The wealth is a reverse-restraint concept, the restraint produced by the limit of your wealth to keep you safe
In my opinion, if you in an environment with favorable legislation, morality, and belief, then you would be more safe with more money, otherwise, you would be in really dangerous because of your human nature, for that reason, most individuals living in China is in dangerous
